Halloween Costumes and Games

What do you think about people (mainly young people) using Halloween as a day for reckless behavior; such as egging houses and cars, shaving creaming random people on the street and buildings.
I even heard of kids taking it too far by beating random people with sticks and chasing them down the street.
Do you think Halloween is meant for this? Did you ever do anything like this at all on Halloween?
